Risks and opportunities for employment outside the specialty (based on regional monitoring materials)

At the present stage of development, one of the urgent tasks is to fi nd reserves of economic growth of territories, among which an important place is given to non-economic factors, such as work in the specialty. However, the growth of non-standard employment and other socio-economic transformations are creating an environment of ineffi cient employment for population as a whole, young people in particular. According to Rosstat, the share of 2018-2020 graduates working outside their specialty is 26% in higher education, mid-level specialist training - 41%, qualified workers - 46%. Employment outside the specialty raises many questions, in particular about reasons, opportunities and disadvantages of this choice, about the level and quality of labor potential of those working outside the training profi le, their satisfaction with their chosen profession, etc. The aim of the research is to analyze reasons, risks and opportunities of work outside the specialty of the Vologda Oblast employed population. The information base is Rosstat data, results of the monitoring of labor potential quality, conducted in the Vologda Oblast. We have identifi ed risks of employment outside the specialty: lower level ofjob satisfaction, loss of wages, less correspondence of work to vocation, aptitudes and abilities. We have proved that employment outside the specialty has more disadvantages than opportunities. The latter include only the fact that such choice of employment gives an employee the basis for mastering a new line of activity and new competencies, increasing labor mobility. We have shown signifi cant advantages of working in specialty and close to it professional directions: higher level of wages, effective realization of labor potential quality, respectively, greater benefi ts for the economy. The research novelty lies in the disclosure of previously unexplored aspects of work outside specialty (matching the vocation, aptitudes and abilities of an employee). The results of our study can be used for career guidance activities in educational organizations.
