The role of federal and regional institutions in the development of cooperative relations of clusters

In the article, based on the methodology of I.K. Adizes, the features of the cluster life cycle and their institutional conditions are analyzed. The author's version of the cluster life cycle model with crises accompanying each stage is proposed. The institutional traps that hinder the development of clusters in Russia are identified. Depending on the stages of the cluster life cycle, the directions of corrective action in the implementation of cluster policy in Russia are presented.
