Geoecological analysis in territorial and urban planning

In the work, the author determines environmental priorities in territorial planning: the balanced development of open and built-up areas, natural and cultural landscapes; the improvement of ecological situation; creation of a green frame and comfortable environment for the residents. As the basis for territorial planning it has been used the holistic approach - geoecological analysis of the urban environment, including a unified system of criteria and indicators for determining the actual load on natural components, and the priority methods of research. Using this approach, it has been solved the problem of balance between the qualitative and quantitative characteristics of natural components in the urbanized area. The article shows the need for spatial planning of towns in the southern Far East (on the example of Birobidzhan). The author defines the areas with low environmental standards and urgent measures which are required in order to correct the situation. The untransformed total area in the town is 60.8%. This makes a reserve for the environmental planning.
