The role of public-private partnerships in the digital transformation of the public sector

The legal regulation of public-private partnerships in Russia defines the list of objects in respect of which the mechanism of joint investment can be applied. The article presents the results of a study of the specifics of the implementation of IT projects using public-private partnership tools. The article presents the results of an analysis of the structure of budgetary and private investments in the digital transformation of the public sphere by type of activity. The legal forms of agreements between public and private partners used in practice are also considered. The results of the study include the specifics of the implementation of IT projects at the stages of project management. The implementation of IT projects of public-private partnership in various industries is characterized by different demand and heterogeneity of development rates. The choice of the legal model of agreements is influenced by factors related to special industry regulations and the possibility of transferring the created object to the ownership of a private investor.
