In this paper, based on archival materials and memoirs sources analyzes the problem of the contribution of the State Defense Committee in the process of organizing and managing the daily life of the front of the Red Army during World War II. The main attention is paid to issues of food and clothing supplies, as well as e-mail message in the army. the mechanisms of adoption and implementation of management decisions, as well as the influence of personal factors on the content of documents and translating them into reality. It is concluded that a high degree of efficiency of management efforts in the ICT matters of everyday life of the army in 1941 - 1945gg.
