The role of state policy in the innovative development of Primorsky krai

Primorsky Krai is of particular geopolitical importance for Russia. The establishment of long-term economic ties of the entire country with the countries of the Asia-Pacific region depends on the success of the implementation of state innovation policy in the region. An effective innovation policy is designed to ensure the synergy of science and production, management, services and other sectors of the socio-political space. State innovation policy in the Primorsky Territory is focused on the implementation of a new industrial revolution based on large industrial clusters. The paper examines the innovative characteristics of global clusters, which should provide a competitive advantage for the whole of Russia. New opportunities arise with the increase in the transmission capacity of the Transsib. In recent years, the role of the Primorsky Territory as the final hub of the Sakhalin - Khabarovsk - Vladivostok gas pipeline and the Eastern Siberia - Pacific Ocean oil pipeline has significantly increased. This made it possible to develop a large cluster for the processing of hydrocarbons in the region. The development of the export potential of hydrocarbon processing has given rise to a powerful shipbuilding cluster. The new shipbuilding complex is designed to create its own tanker fleet. The most powerful icebreakers in the world are being built here, which will provide year-round transportation of goods along the Northern Sea Route. High-tech industries that can compete at the global level are provided by the concentration of intellectual resources.
