The role of state policy in the development of the Energy Code of the Russian Federation

The article discusses issues related to the role of state regulation and the implementation of Energy strategies, as well as the development of the draft Energy Code, the creation of which currently is the reason of a number of discussion points among domestic scientists. Energy strategies represent a certain model containing the stages of development of the energy sector in accordance with existing risks. At the same time, the essence of the Energy Strategy consists in setting and defining the purposes and objectives of the development of the energy industry. The solution of these issues will make it possible to identify the main priorities and guidelines, as well as to develop mechanisms for the implementation of the state energy policy in the field of energy. In turn, the Energy Code can be considered a kind of supplement or generalization of the experience and practice of the past, as well as legal acts of the present, which will allow to systematize and put in order the activities in the energy sector market. Based on the conducted research, it was concluded that there is a need for an Energy Code that will allow at the legislative level to regulate relations in the electricity market within the country, as well as create guidelines for economic and political relations between domestic and foreign organizations. This article may be useful in studying the impact of government policy on the energy industry.
