The role of innovation clusters in ensuring the import substitution program

The article considers the problem of import substitution, which has worsened as a result of the introduction of international sanctions. The role of the National Security Strategy in ensuring import substitution in the conditions of today’s challenges of the external environment is revealed, the regulatory framework for its development is determined. The scheme of formation and functioning of the innovation cluster activity is shown. The analysis of the industry structure of innovation clusters is carried out, and their role in ensuring the import substitution program is proved. Further development of measures to support innovation clusters as incentives for their creation and development is recommended.
