External sanctions pressure from Western countries has negatively affected the functioning of almost all spheres of the agro-industrial complex (AIC) of Russia and its regions. In the current conditions, research to overcome the negative consequences of sanctions pressure on the agricultural sector of Russia and its regions is becoming especially relevant. The article examines the state and problems of self-sufficiency in basic agricultural products in Russia and the Republic of Bashkortostan in the context of the imposed sanctions restrictions on the country’s agricultural sector, reveals the problems of development of agricultural production and provides ways to increase its efficiency, and also identifies reserves for increasing the level of food self-sufficiency in the region with the aim of overcoming the negative consequences of sanctions pressure. The research revealed the advantages of agro-industrial integration and cooperation of producers of agricultural products, processors of agricultural raw materials and retail chains, including through an increase in value-added products during the formation and functioning of territorial clusters. Proposals have been developed for the creation of various agricultural territorial clusters using the mechanism of intermunicipal and interregional cooperation for self-sufficiency in agricultural products and achieving food security of the regions and the country.
