This article is devoted to the study of the role of one of the key elements of the Soviet economic system - the State Planning Commission in developing the regional timber industry complex. Considered period of 1940 - 1980s was a time of obvious achievements, as well as the period of the rise of the crisis, including the sphere of industrial production. Timber complex was no exception in this case, having accumulated over the years a lot of problems: the irrational use of forest resources, the accelerated outflow of production capacity, the lag in the development of social infrastructure compared to the pace of industrial development. Problems of Karelia in the most explicit form of the complexity of the regional timber industry were evident for regional planning authorities, represented by the State Planning Commission at SNK KASSR (Gosplan KASSR) due to better knowledge of the regional socio-economic challenges. Aspiration to follow general Soviet state’s interests at the expense of the industry, the problem of planning and monitoring the implementation of the planned indicators eventually led to the formation of systemic problems in the development of the Soviet forest economy, including the regional level. 14
