The role of the internal affairs bodies of the Republic of Tatarstan in the fight against homelessness and child crime in the 1930s-1940s

Introduction: the article discusses an important branch of internal affairs agencies as preventing child neglect and juvenile crime in 1930-1940. Materials and Methods: the authors considered and analyzed the published legal materials and unpublished documents of the State Archive of the Republic of Tatarstan, scientific research of scientists, which reveals the features of working with minors in the 1930-1940s of the XX century. When preparing the article, we used both general and special methods of historical research: logical, analytical, chronological, historical-system, etc. Results: in the 1930-1940s, the life of the country changed significantly. Command and administrative repression, famine, changes in the country caused by the beginning of the Great Patriotic War led to a new surge in child homelessness and child neglect, which caused an increase in juvenile delinquency. By the mid-1940s, the internal affairs bodies of the republic failed to overcome the wave of mass homelessness, child neglect and child crime. However, it was possible to contain the growth of these negative social phenomena and quickly carry out work to combat child homelessness and crime in wartime conditions. Discussion and Conclusions: the institutions and organizations of the People's Commissariat for Internal Affairs created during this period, such as police children's rooms, children's distribution centers, and special departments for combating child homelessness and neglect, made it possible to actively work to reduce homelessness and neglect. The activities of the internal affairs bodies, changes in the regulatory legal framework have made it possible to successfully solve the tasks of overcoming the mass wave of homelessness and preventing juvenile delinquency. The formation and organization of appropriate units in the internal affairs bodies, as well as comprehensive educational work with minors, largely determined the future development of Soviet society.
