The role of social responsibility in realising the idea of a welfare state

The role of social responsibility in implementation of the idea of social statehood is highly relevant in the modern period and its development is a necessary factor of sustainable economic growth and building of a social state based on the idea of social partnership and reducing the phenomenon of social dependency. The purpose of the study is to analyse division of powers in the social sphere between the state, private business and civil society. The objectives of the study are to investigate the factors that can implement in practice the idea of socially-oriented state, as well as to analyse the positive and negative features of the social state as a legal and economic phenomenon. Materials and Methods: The methodological basis of the work is the system and structural methods, as well as the method of comparative studies. Analyzing social responsibility within the framework of the implementation of the social functions of the state, the author did not deviate from the principles of scientific objectivity and historicism. The Results of the study: The social responsibility of the state cannot be fully realized without the support of citizens, which means that it is necessary to divide the spheres of social responsibility for everyone. Findings and Conclusions: As a result of the research, the author proposes that the state should play the role of the main actor in social investment, while private business and civil society structures should play the main role in other areas of social state policy implementation.
