The role of strategic planning in improving public administration system in the Russian Federation

The article examines the issues to improve the quality and increased efficiency of public administration through the develop- ment of normative legal acts for the application of Federal Law № 172-FL “On strategic planning in the Russian Federation”. Special attention is given to the development and system optimization of the strategic planning documents as the most important legal tools and strategic planning executive mechanisms. On the grounds of a systematic analysis of constituted normative legal acts, needed for application of the specified Federal Law, including the strategic planning fundamental principles the conclusion is substantiated to raise its role in the public administration, the necessary to increase efforts on information-analytical and normal-legal support of realization of state policy in the sphere of ensuring national security as well as improving the system of national security indicators.
