It is established that the relationship of tourism entrepreneurship with employment and income of the population can be analyzed on the basis of the thesis about the purpose and function of tourism entrepreneurship. It is necessary to understand that the economy is a period of qualitative transformations of the previous system, it is an evolutionary state of society that is in the process of dynamic changes. It is determined that the advantages of tourism entrepreneurship from the point of view of the interests of society in market conditions should be considered: the entrepreneur’s personal interest in achieving positive results, which does not contradict the goals of society; rapid response to changes in the volume and structure of society’s needs through the ratio of supply and demand; cost savings due to specialization, which in return leads to resource savings in the tourism industry. It is proved that tourism entrepreneurship can be noted as a certain system of functioning of market entities based on democratic forms of economic activity in any sphere of the tourism industry in order to provide employment and income for the subject and for society, and which is associated with risk. At the same time, the analysis of statistical material proved the legitimacy of the approach to employment and income through the sphere of tourism entrepreneurship, primarily through the action of the democratic foundations of tourism.
