The article is devoted to two significant aspects of Russian Foreign Politics history such as the Treaty of Portsmouth in 1905 and the activities of Russian delegation led by S.Yu. Vitte and R.R. Rozen. The author gives the great attention to the outstanding Russian diplomat personality, whose role in the national historiography is underestimated. The author shows the steps of Rozen's becoming a diplomat, and his role in the execution of the Treaty of Portsmouth.
