Russia in 2017: the role and place of the federal and regional elites

The article summarizes the results of the panel expert interviews on the role and place of the modern federal and regional elites, held during the preparation for the First and Second All-Russian Elitology Congresses (2013 and 2016). The authors clarify overview of the Russian elite and the reliability of information about it, study the assessment of the dynamics of qualitative changes in the elite layer, and classify measures to promote the development of inter-elite interactions and leadership development. Trends manifested in today's ruling stratum, and general conclusions are formulated.
