The russian bureaucracy: quantity and quality

This article analyzes a problem of quality of the Russian bureaucracy, the reason of poor quality of work of the Russian officials, the decision of this problem in the countries of the Europe and America. This article gives concrete measures on improvement of quality of the Russian bureaucracy.
