Russian and foreign practice of interaction between corporate and government structures of the wholesale electricity and capacity market

In this paper, the author considers the problem of interaction between corporate and government structures of the wholesale electricity and capacity market, as well as the reflection of this problem in foreign and domestic practice. The author argues that the realization of power is an obligation and the ability to keep production equipment ready for the production of electricity of prescribed quality to the extent that is necessary to meet the consumer's electricity needs, the sale of electricity represents the supply of electricity physics to the consumer.
