The paper analyzes the report of the famous Russian sociologist and geographer V.P. Semenov-Tien-Shansky which was delivered 100 years ago at the meeting of the Russian Imperial Geographical Society. The authors consider the issues of genesis of the colonial empires, the Russian colonial policy and location of the world's centers of power.
