Russian model of democratic control: the current state and prospects of evolution

The article attempts conceptualizing the phenomenon of democratic control in relation to Russian socio-political realities. The authors conclude that there is a kind of paradox at the present stage: the political leaders of the country put forward the thesis about the need for delegation of control functions to the institutions of civil society, but the desire of the bureaucracy to oppose this initiative on the ground level is almost insurmountable. As a consequence of this, the society is firmly entrenched in the status of a passive contemplator which is not able to influence the process of policy making.
