Russian Think Tanks and Their Assessment of Russian-Chinese Cooperation in the Arctic: An Institutional and Content Analysis

The relevance of studying Russian-Chinese cooperation in the Arctic is determined by the growing interest in the region driven by climate change, the development of new transport routes, and the abundance of natural resources. The Arctic possesses significant reserves of hydrocarbons, rare earth metals, and other minerals, which make it a strategically important area. In this context, Russian-Chinese relations acquire particular significance and are actively examined by Russian think tanks. This article presents an analysis of the positions of Russian expert organizations on key areas of cooperation between the two countries in the Arctic. Economic engagement with China is viewed as an essential component of Russia’s foreign economic strategy under the conditions of Western sanctions. Special attention is given to Chinese investments in energy and infrastructure. Despite generally positive forecasts, experts emphasize the need to maintain a balance of interests and highlight the risks of technological dependence on China. In addition to economic cooperation, scientific, geopolitical, and environmental dimensions are also considered. Russian analytical centers share a common view on the strategic importance of partnership with China while underscoring the necessity of safeguarding Russia’s national interests.
