The article investigates a phenomenon of the equal importance of tourism and recreation resources, infrastructure and tourism product promotion in the international market. The goals, objectives and stages of the tourism product promotion are systematized; a proportion of tourist traffic of Russia is made up. The authors analyze possibility of using a cluster approach to the tourism product development.
