The author suggests the periodization of the history of the creation and development of various children's organizations and the national children's movement as a whole. The author states that beforehand the establishment of the childrens movement and the basic organizational principles were self-organization, self-management and independent activity of children's organizations and associations. But in recent decades state control over the content of their activities has been strengthened, the state is pursuing the policy of consolidating and uniting children's organizations and associations into the element of the state personnel system. The author comes to the conclusion that with the adoption of Decree No. 536 and the subsequent «introduction» of its provisions and prescriptions into the practice of educational organizations, the era of the children's social movement in Russia can be considered as a complete one.
