The article is based on summaries, reports and correspondence of the Simbirsk provincial emergency commission in 1920-1921 that characterize the economic and political situation in the province. The authors consider the actions of anti-Soviet parties in the province, as well as forms and ways of peasant dissatisfaction with the “surplus appraisal” implemented by local party structures within the framework of the policy of “war communism”. A large layer of previously classified unpublished archival documents was put into scientific circulation. It is concluded what happened to rural residents in the Simbirsk province in 1920-1921. The main issues are the change in attitude to the Soviet regime was due to the export of grain from the administrative units of the province to the industrial regions of the country, the low level of political education in the countryside, and the poor organization of propaganda work in the province by party agitators.
