The article represents the author's vision of such issues as determination of quality of life (QOL), human capital, trends of human capital growth in Russia and abroad. The author explores QOL influence and comfortable urban environment influence in particular to modern economy. An attempt is made to analyze the results of key national human capital development projects in Russia.
