Executive personnel in a local Soviet authority system in Sevastopol in 1921-1925

During the first half of 1920s politics of promotion of workers and peasants to managing roles in Soviet state apparatus took place in a whole country. The aim of this politics was to promote persons who were loyal to new Soviet authority and new ideas. This article on the example of Sevastopol reveals that this approach leaded to dramatic increase of uneducated deputies in the city Council. In Sevastopol Council there were approximately 60% of deputies who had only elementary education. It had an impact on the activity of the departments of the executive committee where incompetent managers could not provide necessary workflow. Prerevolutionary specialists were permitted to be managers only in the technical departments such as utilities. Belonging to Communist Party and proletarian origin had a crucial influence at selection of executive personnel. It became a reason of shortage of executive personnel in 1921-1925. As a result there was a frequent change of members of the Council, its executive committee and presidium. That situation reflected negatively on the city Council’s activity. In Sevastopol the managing staff of the Council was often formed from the alien elements. It also influenced negatively on the process of recovery of city economy. However, 1920s was a period of forming of new Soviet elite in Sevastopol.
