Sanatorium treatment within the framework of the public social order

The introduction of new methods for determining the executor of public (municipal) services, defined by Federal Law No. 189-FZ of 13.07.2020, requires the adoption of a number of management decisions from regional authorities. The article reveals approaches to the analysis in the field of sanatorium treatment, necessary for making decisions about which services for sanatorium treatment it is advisable to bring to the market and to what extent. One of the pilot regions is the Stavropol Territory, which has chosen sanatorium treatment services as tested services. Using the example of this subject of the Russian Federation, an approach to the definition of non-governmental organizations with the potential to compete with state institutions in this area is presented. The necessity of conducting a survey of nongovernmental organizations in order to obtain information from them about the economic attractiveness of the cost standards for sanatorium treatment services and the volume of services that they are willing to provide at the expense of budgetary funds is substantiated. The policy of determining the volume of sanatorium treatment services being brought to the market is considered. The expediency of using a social certificate as a competitive way of determining the performer of services in the field of sanatorium treatment is substantiated.
