The article is devoted to the impact of the legislation on the formation of a balanced city. Two examples of justified assumption that the absence or the presence of the relevant legal provisions can contribute to or counteract the achievement of a balanced city, and mistakes generate consequences of federal legislation in the form of statements, in practice, the legal mechanisms that create the conditions for the degradation of the urban environment. Recommendations to address the gaps identified legislation.
