The development scenarios for regional payment infrastructure in the digital economy

The article focuses on conservative, innovative and target development scenarios for regional payment infrastructure. They are applied to achieve the goals of the global competitiveness of the Russian economy based on the non-oil development scenario where the main driver can be represented by the financial sector in general and the payment system in particular as the most susceptible elements to the diffusion of digital innovations. It is established that the payment systems are seamlessly integrated into the digital economy infrastructure at its three levels. The study proves that the target (forced) scenario is preferable and implemented in the context of the digital economy because it may include a set of measures to create a digital financial ecosystem, unifying markets and industries based on innovative platforms and technologies of payment systems and payment services. This conclusion is confirmed by the analysis of infrastructure capacity of the national payment system in Russia.
