This paper examines approaches to scenario risk management in the implementation of an automated system for the general population of federal statistical observation objects. The project is aimed at optimizing the processes of collecting, processing and analyzing statistical data, which is key to improving the quality and efficiency of statistical accounting at the federal level. Automation of statistical observation is associated with various risks that can negatively affect the success of the project. The study covers such aspects as technical difficulties and financial constraints. In addition, organizational risks are considered, including employee resistance to change and a lack of qualified personnel. The paper provides a detailed analysis of possible scenarios for the development of events, which allows identifying key risk factors and developing strategies to minimize them. Methods of data protection and ensuring the confidentiality of information, as well as incident response are considered. Additionally, attention is focused on system integration and change management in organizations participating in the project. The results of the work contribute to the development of more effective risk management methods and ensure the successful implementation of the project, taking into account the specifics of federal statistical observation. The importance of this study is underscored by the need to adapt to modern challenges and requirements, which, in turn, will improve the quality of statistical data and their accessibility to users.
