Semantic-Topological Model of the Address Plan in Spatial Decision Support Systems

The article proposes a semantic-topological model for the territorial address plan intended for implementation in the information and geographic information systems with functional capabilities to support spatial decision-making. The semantic-topological model is distinguished by the presence of both spatial and attribute information about the objects that infl uence the decision-making process, while both material objects (buildings and structures, road infrastructure) and intangible objects defi ned by regulatory legal acts and contracts (borders of settlements, land plots) are considered as objects. The core of address plan’s semantic-topological model is the “territory-street-building” triad, the independence of which from the jurisdiction and nature of development is determined by the basic needs of an economically active person: residence, movement and self-identifi cation. The model provides the ability to transform data when modifying the geometric representation of objects on a digital map. It is shown that such modifi cations lead to transformation chains of both spatial and attribute data in a multitude of objects affected by that change. Data transformation scenarios, performed when changing geometries of map objects included in the address plan, are described. Factors infl uencing the modifi cation of the object’s attribute data when performing a union or a separation of geometries are given. The software implementation of the proposed semantic-topological model based on a geographic information system in the form of a plug-in is performed. The developed plug-in allows for data visualization adapted for making management decisions, as well as fi nding a solution to multi-criteria problems of fi nding the optimal location for various infrastructure objects based on the Saaty’s analytical hierarchy procedure. The plug-in implements three requirements, namely the hierarchical pattern of the data model, the implementation of the topological relation permissibility rules and the consistency preservation, all of which allow the system to implement the territory development modeling process for making decisions on territorial planning.
