Network structures for economic development arctic zone management

The paper deals with the problem of modeling network structures for the development of the Arctic zone and the policy of development of the Arctic cluster, as a problem of global economic development, which requires taking into account the complex conditions and the necessary requirements for the coordinated growth of all corporate international participants of the Arctic cluster network in the form of An important condition for such a coordinated international policy of Arctic development is the possibility of generating synergy in the development process, from joint participation in the implementation of development programs and projects, especially in conditions of significant restrictions and balanced requirements. Failure to comply with the conditions for the formation of synergies determines anticipated multiplicative risks of development.
