Construction of Northern Latitudinal Railway is the key element of Russian transport system reforming. The strategic issues are analyzed for the reforming of Northern area transport system. The economic impact of transport routes depends on the demand for traffic flow, and loading. The country investment resources will be recovered if there are incomings raise, more workplaces, and the country economic complex activates.
