The article analyses the status of the congress of justices of the peace in the Russian Empire. The author discusses positive and negative characteristics of the Congress of justices of the peace, its logistics and financing. The organizational regulation of the activities of the congress of justices of the peace in accordance with the Judicial reform of 1864 is described.
