Congresses of representatives of the Russian population in Tuva (1917-1921): degree of knowledge of the issue

For the first time, the article examines the materials of all 12 congresses of representatives of the Russian population in the Uryankhay region (Tuva), which took place in the period 1917-1921, as a single complex of valuable historical sources on the history of Tuva. A gradation of congresses is given, depending on the internal and external political factors that determine their work, such as the two revolutions of 1917 and the Civil War in Russia (in particular, the authorities changed: the Provisional Government’s local authorities - public security committees, regional and local , the occupation regime of the Mongolian-Chinese interventionists, the restoration of the power of the Soviets), marked the general and particular moments in their activities, socio-political role and significance (the stabilizing influence on the political situation in Tuva and others.). Analyzed the degree of study of the issue from the time of the study of the history of congresses to the present. The achievements and the aspects and themes missed by the researchers, as well as the inaccuracies made by them in describing the course of the congresses and the dating of the time of their work, are noted. In conclusion, the arguments were formulated, according to which further objective study of the materials of the congresses of representatives of the Russian population in Tuva seems relevant and promising in terms of studying the history of Tuva from 1917-1921.
