Efficiency of use of waste of consumption and production in the modern world becomes important from the economic and ecological point of view. The decree of the President of the Russian Federation V.V. Putin of 14.01.2009 №8 «about creation of the public law company on formation of complex system of the treatment of solid municipal waste «the Russian ecological operator» has to promote to a large extent growth of economy, involvement of all layers of the population in process of collecting, movement, storage and processing of waste.
