The article is devoted to the economic policy of the Russian Federation. The authors analyze of the concept of technological structure, comprehend issues of the innovative development and the role of innovations in the development of different countries in different historical epochs. There are also historical parallels to innovation impact on the countries’ development in different historical periods; in particular this article reveals the essence of significant economic growth in Holland. An example of the perception of ideas in the electrification of the USSR in the West and our modern perception of ideas of gradual transition to renewable energy in developed countries is given in the article. The authors focus their attention on the need to abandon the export of raw model of Russian economy. The article gives suggestions for modernization of the Russian economy, its structural renewal by investing accumulated financial resources in creation of new enterprises. Suggestions are the following: to make investments in the creation of NWF modern enterprises with their subsequent privatization (sale) and return the invested funds for the creation of a new businesses and agricultural revival.
