Traits of the history of formation and development of the federated state in Russia

In connection with the 100th anniversary of the foundation of the Republic of Bashkortostan, the article reveals the nature and essence of a federated state in general and the features of the formation and development of the Russian Federation in particular. Special attention is paid to the organic connection of a federated state with a democratic and rule-of-law state. Some problems are posed, caused by the centenary practice of federal construction in Russia, and ways are proposed for resolving them in modern conditions. It is emphasized that the main responsibility of both a federated and a unitary state is to ensure and protect natural human rights and freedoms. It is noted that in today's Russia there are still unsolved problems in the field of protecting human rights and freedoms. For more successful solution of problems in the sphere of protection of human rights and freedoms, the problems of the formation of the rule-of-law state are of a paramount importance.
