Synergy: new directions in financial policy

The article considers causes of the financial crisis from the point of view of synergy: instability as a stimulus for the economy. The author believes that the basis of the system is a specific person. To efficiently complete stages of transformation, it’s necessary to change the financial system as a system ensuring the transition processes. The article considers practice of new approaches to the formation of the state financial policy. It’s proposed to review the financial policy at the municipal level as attractor.
