The system of strategic planning documents: issues and prospects

In the article the issues of public administration efficiency increase are based on the optimization of the system of strategic planning documents in the Russian Federation. Special attention is paid to the principles of the system documents, organi- zational and legal measures aimed at achieving the optimal size of the system, excluding their duplication, as well as on the development of a methodology of decision-making on formation of the strategic planning documents on the directions of implementation of strategic national priorities. Based on the analysis of the studied collectively developed the strategic planning documents the conclusion is justified about the necessity of development of scientifically-based concepts of “system of strategic planning documents” and the methodol- ogy of formation and optimization of this system as the most important legal instruments and institutional mechanisms for strategic planning.
