This article analyzes the representation system in the aristocratic projects of Prince M.M. Shcherbatov. Believing that representation system would increase the confidence of nation to the Government, Shcherbatov in his project in 1768 had created the detailed description of the election of noble deputies to the Senate, and offered the creation of a «Higher government» (in his project of Fundamental laws) as an elected representative body with legislative power.
