System of state strategic planning: indicative approach to organization

The current large-scale systemic crisis, accompanied by structural state-legal and economic transformations in countries and regions, is increasingly leading the scientific community, political and economic ambits to the need to create conditions and mechanisms for increasing the manageability of the development of large socio-economic systems. Consideration of the problem of controllability at the state level determines the high interest in the revival of the institution of state strategic planning. This, in turn, contributes to an increase in the demand for research in the field of planning theory and methodology. This study is devoted (has the purpose) to study the conceptual essence of indicative state planning using methods of systemic organizational analysis and modeling in combination with semantic and content analysis of categories. The main objectives of the study were to analyze the essence of the concept of “indicative planning”; consideration of the conceptual foundations of the organization of state strategic planning; development and conceptual schemes, visually representing the relationship within the state strategic planning, implemented on an indicative approach. The research results will be useful for the formation of new, in line with the systems approach and systems analysis, approaches to economic and management research in the field of strategic management and planning.
