State government system of the management as an element of political and territorial structure

The article considers the system of the public administration in the political and territorial structure of the state. The author explores the practice of the territorial administration, identifies ways to improve the efficiency of the management bodies for the further development of regional modernization. Special attention is paid to the centralization and decentralization of the regional politics.
