The system of identity as a factor of national policy implementation (by the case study of the Republic of Sakha (Yakutia) and the Jewish autonomous region)

The article presents the systems of identity in the national regions of Russia having different ethnic population structures. The study analyzes the ethnic aspect of the system of population identity in Yakutsk and Birobidzhan. The research results show that the system of social identity in these cities can be explained by the ethnic structure of the regions under review. Thus, the ethnic Russians living in the Jewish Autonomous Region lean towards the ethnic exclusion, and the ethnic Russians living in Yakutia think about the ethnic consolidation. The author reveals the relations between the state and civil identity and the ethnic one in the context of the ethnic analysis. It is concluded that the authorities as the main agents and implementers of the national policy should take into account the activities aimed at the formation of the Russian nation (Russian identity) and the consolidation of the ethnic and cultural diversity (ethnic identity) regardless of the peculiarities of the regional ethnic structure.
