The economic security system of the Russian Federation: the analysis of approaches and model building

After a series of adverse events in 2014 that negatively affected the socio-economic development of the Russian Federation, rethinking of the problem of economic security took place and the same rethinking was required in the issue of the construction of an effective system of economic security and the identification of its key structural elements. The aim of the study is to clarify the essential elements of such system of economic security on the basis of generalization of approaches to its building. The analysis of approaches to understanding the economic security system and its structure allowed to conclude that points of view differ, and gave the opportunity to highlight reasoned and insufficiently reasoned approaches. The author’s idea of the economic security system is presented, which includes subjects - state authorities, local self-government and the Central Bank of the Russian Federation, objects - subjects of the economy, including those controlled by subjects of management, internal and external risks and threats. The difference of the author’s position is that the subjects of economic security, whose function is to ensure the economic security of a relevant public legal institution, should also be considered as sources of intra-systemic risks and threats. One of the tools that can withstand the risks and threats originating from the bodies of state power and local self-government are the units of internal and external financial audit.
