Decision support system for modernization of data network elements

In the article a methodology is developed for supporting decision-making activities related to the establishment of priorities during the modernization of data transmission network equipment. The process of making a decision about the need to modernize the elements of the operator’s network infrastructure is considered. Technical, economic and social factors are taken into account, as well as their quantitative and qualitative descriptions and different levels of influence on the final evaluation of the analyzed element of the data network. The newly proposed methodology accounts for all of these factors and allows to identify the groups of network nodes for which the recommended modernization dates are determined. In the absence of the ability to uniquely identify the technical condition of the site, its comprehensive evaluation is carried out, followed by recommendations about modernization. To obtain a comprehensive evaluation of the state of the element, a fuzzy inference system is proposed based on the Mamdani algorithm, which allows to generalize the mutual influence of heterogeneous factors by using the membership functions and the rules. The proposed methodology makes it possible to increase the service efficiency of telecommunications enterprises specialized in the operation and maintenance of data transmission networks, by reducing the decision-making time and redistribution of resources.
