The article states critical discrepancies in the labor market between employers, employees and the existing system of education and training of personnel. One of the key problems in the existing system of training personnel for the sphere of children’s recreation is the separate state of this sphere and higher education. The purpose of this work is to summarize the experience in developing an effective system of training for working with children, which has developed as a result of cooperation between a children’s health and education center and a specialized higher educational institution located on the same territory. The model of training counselors for children’s educational and health centers is described, which makes it possible to successfully compete in the market of children’s education in the conditions of constant turnover of personnel. The criteria for evaluating the effectiveness of the activity of the educator/teacher-organizer, which allow to objectively evaluate their work, are developed, and the criteria for the effectiveness (quality) of the work of the children’s educational and health center as a whole are defined. The proposed model does not involve the recruitment of personnel by any characteristics, but the formation of a team for the specific requirements of the organization with minimal costs and associated risks and can be used by other children’s educational and health institutions in their work.
