The system of constructing public and political security in China

This article is dedicated to the study of contemporary social phenomena in China within the context of organizing conflict-free social relations. The authors describe mechanisms for ensuring public security, illustrating how coordination among various agencies and departments, overseeing China's population of over a billion, occurs and the role played by the Communist Party of China in these processes. Since 2014, the Chinese government has utilized the term "zongti guojia anquan guan," "comprehensive national security", which was introduced into political discourse by Xi Jinping in his address at the inaugural session of the Central National Security Commission. This paper focuses on public security and the organization of society in accordance with the paradigm of comprehensive security. The authors posit that the effectiveness of China's public security largely depends on the efficiency of population control, including control over economic and social behavior both at the individual level and within various social groups. In their conclusions, the authors suggest that ensuring public security in the contemporary world of technological possibilities and developments is primarily achievable through rigid mechanisms of control and the cultivation of social behavior. Such an approach is largely incompatible with liberal approaches and notions of the 21st century.
