Creation of favorable conditions for economic activity, ensuring security of entrepreneurship from manifestations of criminal encroachment is one of the components of the national security of Russia and a strategic task of domestic policy of the state. To date, there is no criminological forecast of the development of the sphere of entrepreneurship, and, as a consequence, there is no system for the prevention of crimes against the security of entrepreneurship in Russia. There is no state guarantee of law enforcement, there are no legislative and regulatory acts to ensure the security of entrepreneurship. State structures that dispose of and manage property are also in the risk zone. The system of protection of entrepreneurship includes a complex of measures of personal, industrial and commercial safety, prevention of victimological behavior of employees, control of conditions and order of transactions, qualitative legal expertise of decisions, measures for protection of documents, industrial and commercial secrets, etc. Development of entrepreneurship requires state measures to ensure appropriate social programs, systematization and codification of existing normative acts. Problems of ensuring security of foreign economic activities carried out by entrepreneurial structures need special attention. The process of increasing the effectiveness of business security must be based on a solid theoretical basis, its subjects must comply with the principles of criminal policy, take into account socio-economic, criminological conditionality of norms, traditions and international experience. Legal regulation should be systemic. It is necessary to form public opinion about the importance of prevention of crime in the economic sphere, also an appropriate image of persons involved in the implementation of the state program of security of entrepreneurship is necessary. The conceptual program of combating crime against entrepreneurship should be an integral part of the program to combat crime.
