System of development of territorial public self-government and project activity as a prospect for the development of territories

The article deals with the model of interaction between bodies of territorial public self-government with municipal and regional authorities, the direction of TOS work, as well as the system for the development of TOS bodies and project activities based on the example of the Komi Republic and the Voronezh Region.
